New STiBaRC Server Update

It has arrived! Soon I'm going to start setting it up, and when I'm transferring files STiBaRC will go read-only for a few minutes to a few hours depending on how long it takes. STiBaRC will remain up while I transfer servers, but not all services will remain up. Those that are not will display a server maintenance page instead. Get excited!
