Terms of Service Update

In order to comply better with COPPA, the <a href="https://stibarc.com/tos.html" target="_blank">Terms of Service</a> have been updated for the first time in over a year. It was a really simple fix, it was only one line. Congrats, STiBaRC is now completely COPPA compliant. Don't be younger than 13.
