@herronjo yes. i wrote an angry email to the dt I'm sure your aware that many students are pretty angry about this change in trackpad gestures. Not being able to separate tasks between workspaces, not being able to organize windows, and being forced to have one messy workspace. I, for one, know my performance is taking a hit as a result of not being able to keep an organized desktop. As one of my friends put it, "you've disabled a function almost as vital as copy and paste." That comparison is a bit exaggerated, but the point still stands; Multiple workspaces are vital to many students' productivity on MacBooks. None of this would be a problem if the restrictions would be only activated minutes before the testing time. But as that is not the case and instead, have been activated days ahead of time, the restrictions are affecting normal class time and overall usability of the MacBooks. As this is a big change for a lot of students and you say its because of state regulations, I'm wondering if this installed profile was created by the state. If it is, then I can see why you wouldn't have much control over this situation. But if someone in the corporation created this following the state's requirements, then I would love to see exactly what those requirements are.
